Unfortunately I know nothing about Puerto Pescaño, as I have never been there, how unfortunate that your wife felt that way. I do live in Roma however, on one of the neighborhood’s most touristy avenues, and I can say that while you might hear snippets of English and other foreign languages (the same as every major cosmopolitan city in the world), the overwhelming majority of people who live here, work here, and enjoy this neighborhood are still speaking Spanish.

My intent in saying that we should separate the people from the systems was an encouragement to be kind to one another and to try and understand that we are all part of economic and class systems that we have little or no individual control over.

She, mexicana, doesn’t read, write, or talk in English and she felt really put out. There’s more to gentrification than inflation.

Many, many Expats speak some or good Spanish, participate in the customs and events of the Mexican community, and do everything they can to be part of and improve the living standards of everyone in Chapala. Chapala boasts the only bilingual newspaper in Jalisco, a culture and education center for both epats and Mexicans, packed Spanish classes , and many, many organizations run by joint Mexican-Expat directors. There is is inflation, especially in housing, but there is also building going on. While it is not perfect, it shows that an expat community that is deeply engaged in the culture and community of Mexico can make it work.

Everyone has “a right to the city” in that you settle into an area which is affordable to you. At what point is a city or community perfectly economically balanced between the haves and have-nots? Achieving such an ideal would require heavy intervention by public officials to meet its public goals, not market or investment goals. That said, Mexico today is geared to attract investors in its nat’l goal to rank as a Top Ten nat’l economy.

It’s very obvious, that’s the main issue. The amount you could leave as a tip is the total amount that many make in one day. But they don’t have a problem taking that money, they just want you to leave.
