Agree. This time structure privatization so it doesn’t produce a Carlos Slim. However, TelMex is a far better company than it was when the government owned it. Pemex would be too.

Government is by definition inefficient and staffed with the less talented.

You can’t continue to produce more oil than you discover. Mexico should sell Pemex and charge a royalty based on production. Offloading that debt and uncertainty would benefit everyone. Higher credit rating, lower interest expense and more capital available to fund much needed infrastructure.
